In the global perspectives of the world, every
country requires that it affairs have to be administered in perfect terms. The
public administration is centrally concerned with the organization of
government policies and programmes as well as the behavior of officials
formally responsible for their conduct. Stewardship is emphasized because public
administration is concerned with accountability and effective use of scarce
resources and ultimately making the connection between the doing, the making
and democratic values.


  • Regarding officials, an official is someone who
    holds an office (function or mandate) in an organization or government and
    participate in the exercise of authority.
     
  • A government official or functionary is involved in
    public administration or government through either election, selection or
    employment. A bureaucrat or civil servant is a member of bureaucracy.

Max Weber (1947) provides the following salient
features of bureaucratic officials:

  1. i) He is personally free and appointed to his
    position on the basis of conduct
  2. ii) He exercises the authority delegated to him in
    accordance with impersonal rules, and his loyalty is enlisted on behalf of
    faithful execution of his official duties.
  3. iii) His appointment and job placement are and
    dependent upon his technical qualifications.
     
  4. iv) is administrative work is a full-time
    occupation.
  5. v) The work is rewarded by regular salary and
    prospects of advancement in a lifetime career.

Thus, the officials constitute the very essence of
civil services and those services are organized to carry out various government
machineries

to fulfil the expectations of a democratic state.

Service in which individuals are employed on the
basis of professional merit as proven by competitive examinations. Thus, it is
a body of government employees

entrusted with the administration of the country
and mandated to carry out the policy of the government of the day.

The civil services has three major functions |National Civil Service Day 2023

i) It advises the government on policies

ii) It helps prepare and draft new legislation and

iii) It helps the government to run the country
according to the legislation passed by the government.

 

The Civil Service executes government decisions and
therefore plays a vital part in the government. It is split into a number of
departments attached to a government department. A Cabinet minister heads one
of these 
departments and those civil servants within that
department are meant to work for that minister in carrying out government
policy.

 Civil servants are not elected; they apply for a post in the Civil
Service and any promotion 
within the Civil Service is dependent on decisions
made within the Civil Service itself – not by the electorate. Appointments to
these posts are based on 
very specific ability as opposed to background and
gender. 

However, there are those critics who feel that not enough has been done
to bring a gender balance –

let alone an ethnic minority balance – to the
senior positions within the Civil Service.

 

In India, the Civil Service is defined as
appointive positions by the Government in connection with the affairs of
the Union and includes a civilian in a Defence Service, except positions in the
Indian Armed Forces.”

The members of civil service serve at the pleasure
of the President of India and Article 311 of the Constitution protects them
from politically motivated or

vindictive action. The Civil Services of India can
be classified into two types – the All India Services and the Central Civil
Services (Group A and B). The 
recruits are university graduates (or above)
selected through a rigorous system of examinations, called the Civil Services
Examination (CSE) conducted by the

Union Public Service Commission. The entry into the
State Civil Services is through a competitive examination conducted by every
State Public Service 
commission. Close to 3.5 lakhs of candidates apply
every year for the 400 to 500 vacancies that may arise.

 

The civil service system is the backbone of the
administrative machinery of the country. In the parliamentary democracy of
India, the ultimate responsibility for running the administration rests with
the elected 
representatives of the people who are known as
ministers. The ministers are accountable to the legislature, elected by the
people on the basis of universal 
adult franchise. 

The ministers are thus indirectly
responsible to the people. But a handful of ministers cannot be expected to
deal personally with the manifold 
problems of modern administration. Thus the
ministers lay down the policy and it is for the civil servants to carry out
this policy.

 

The executive decisions are implemented by the
Indian civil servants.A civil servant is any person who is a citizen of India
appointed by the Government to any civil service or post in connection with the
affairs of the 
Union and includes a civilian in a Defence Service. 

The members of civil service serve at the pleasure of the President of India.
Civil servants are employees of 
the Government of India; however, not all employees
of the Government are civil servants. As of 2010, there are total 6.4 million
civil servants in India.

Civil servants in a personal capacity are paid from
the Civil List. Senior civil servants may be called to account by Parliament.

 

The present modern civil services of India is
mostly followed on the pattern of the Imperial Civil Service of the British
Raj. It was formed after Independence of India in 1947 from the British Raj. It
was Sardar Patel’s vision 
that the Civil Service should strengthen cohesion and
national unity. He wanted a strong and vibrant federal administrative system in
which the All India 
Services would play an important role. True to his
conviction, the Civil Services have provided the framework for the
administration of the country.

The values of integrity, impartiality and merit
remain the guiding principles of Indian civil services.

The responsibility of the civil services is running
the administration of India effectively and efficiently. It is believed that
the administration of a vast and diverse country like India requires efficient
management of its natural, economic and human resources. The country is managed
through a number of Central Government agencies in accordance with the policy
directions given by the ministries. 

The members of the civil services represent
as administrators in the central government and state government; emissaries in
the foreign missions/embassies; as tax collectors and revenue commissioners; as
civil service commissioned police officers; as permanent representative (s) and
employees in the United Nations and its agencies and as Chairman, Managing
Director, full-time functional Director/ Member of the Board of Management of
various Public Sector Undertakings/ Enterprises, Corporations, Banks and
financial institutions.

 A member of the civil service in discharge of
his/her functions is to be guided by maintaining absolute integrity, allegiance
to the Constitution and the law of the nation, patriotism, national pride,
devotion to duty, honesty, 
impartiality and transparency. The Government of
India promotes values and a certain standard of ethics of requiring and
facilitating every civil servant.

  • To discharge official duty with responsibility,
    honesty, accountability and without discrimination.
  • To ensure effective management, leadership
    development and personal growth.
  • To avoid misuse of official position or
    information.
  • To serve as instruments of good governance and
    foster social and economic development..
